Bizzaro Capt is the evil part of the famous Hero Capt. Blast. Bizzaro Capt. was created during a freak accident with the Paragon Emergency Teleport System. It happend when Capt. Blast was serverly injured and was being teleported to the nearest Hospital from Crey's Folly. Just as the TP beam caught Capt. Blast a Freak Villain zapped Capt. Blast with an electrical bolt of energy causing a TP malfunction. The TP technicians were able to pull Capt. Blast to the safety of the Hosptial, but unknown to them a duplicate or twin was created and sent to Mercy Island, a villain contolled zone. Bizzaro Capt retains all of Capt Blast past memories but his personality is an extact opposites of Capt. Blast. From the moment he woke up, in the Mercy island Hospital, he knew and hated Capt. Blast. Wanting to destroy Capt. Blast and his good for nothing SG. Just the very thought of Capt. Blast out there helping the people of Paragon City drives Bizzaro Capt. to insane actions. So he recks havoc and destruction in hopes of meeting up with Capt. Blast some day to destroy him.
